Project for a kabylian parliament

Following his process of institutional construction and democratic deepening, the kabylian provisional government, through the voice of his minister of mediation, Mr. Lhacène Ziani just gave the go-ahead for a public wide debate related to a kabylian parliament project. Through an action resolutely democratic and rarely organized in the southern countries, the KPG intends to involve all the kabylian citizens and the social and political actors who are called to contribute to it with their views and their suggestions as the minister explains it to us in this short interview.

{{- Minister, you are inviting the kabylians to join in an unprecedented political debate: a public wide consultation about the project of a kabylian parliament. First of all, would you confirm this project to our readers? }}

That is exactly what is about: a kabylian parliament! We made it known in many occasions. Recently, I launched a call in my support message to the kabylian national conference. Also, at the beginning of this year, I announced it during a debate on BRTV set. I repeat it today in your newspaper columns. In Quebec, reflection groups on the question are putting in place. They will be in charge of defining the mission of this assembly and the mode of deputies’ nomination. Of course, after reflections submission, the representatives of these groups will hold a convention during which they will perform the synthesis works and will elect an executive committee who will lead the consultations and the operations of parliamentarians’ nomination.

{{- What is the necessity of such structure from the moment Kabylia lives in a status quo from both social and political point of view? }}

The social and political status quo is the result of a colonial reign which is there to indenture, pillage, starve, corrupt, make stupid and reduce the people. It creates a stagnation which scleroses the society and plunge her into lethargy. We must therefore break this vicious circle at any price. However, we prefer the civilized and modernist method which is the consultation way. So, coming back to your question, the need for this structure is no more to be demonstrated. Let’s just say that it gets a very urgent character if we want to avoid that Kabylia falls in the violence trap that her detractors are preparing meticulously.

{{- Some may say that Kabylia is already represented by kabylian deputies sitting in the algerian popular assembly. How do you situate these representatives in relation to this parliament project which is exclusively kabylian one?}}

This pseudo representation is a real insult to kabylians’ intelligence. No need to
concentrate on the legitimacy of this assembly or partisan considerations! And even
though it would be the most democratic in the world, it’d change nothing for the
kabylians who make hardly 10 % of the assembly headcount. With such low
representation, our much talked about deputies don’t even have the right to file a bill. So, to pass a draft bill, it’s much more complex if not simply impossible.

{{- In spite of their age-old democracy, the kabylians evolve in a state where the consultation of the citizen is a pipe dream. Popular debates of such extent usually take place in the West, where the democratic practices have a certain anchoring. Do you think that the kabylians are ready to devote themselves to such exercise?}}

You just remind it that the kabylian democracy is an age-old one. As a proof, no colonial attempt, and this, since many centuries, has diverted her from her values. This being said, the greatest wish of Kabylia is the union of her natives in the respect of fair
representativeness. A wide consensus is much dreamed of. This is what we start doing
today. This being said, the Kabylians are capable of discernment: by launching a debate of such extent, all the kabylians who wish it will express themselves and the parliament which will be resulted from won’t suffer from any legitimacy. And this is the true democracy.

{{- Do you intend to call on all the kabylian political actors to take part in this debate?}}

To paraphrase the late-lamented Matoub, «Anda yella w qvayli ad tnaqsed ad tnesahder» Indeed, we will approach all the kabylian life blood and the personalities wishing to be part of the solution. The contacts are underway. In Paris, in December, I personally met many kabylian active personalities who welcomed the idea. The process is now underway. Believe me that we spare no effort in order to make it succeed. Physical trips along with meetings and public appearances are on the agenda.

{{- In concrete terms, how do you intend to make public the reports which will ensue from this consultation?}}

The most simple and direct way is to develop a website in order to record the reflection
reports. I will personally ensure that any signed proposal is published in its entirety.

{{- Similar experiences were initiated by other colonized peoples such as the Tibetan people. Do you think that the kabylians can be inspired of so as to consolidate this legitimacy that confers the representative assembly?}}

Obviously, this is an example to follow. Moreover, many other examples are inspiring the kabylians, the latest is the one of Catalonia. But the best inspiration will come from the involvement to the debate of the kabylian elite itself. I’m thinking to the intellectuals,
academics, artists, entrepreneurs… without forgetting the diaspora.

{{- What is your last word?}}

The first challenge to rise is the one of participation. I invite, therefore, all the Kabylians
in the country and in the diaspora to take part to this reflection and organize meetings-
debates so as to exchange views deeply. I am convinced that we will prove to the whole world that Kabylia is not an abstraction, but is well and truly a reality, a reality which will assert itself without delay.

  1. It’s a great idea. We need to talk over every single thing related to the future of our country.
    The project of parliament seems t o be the main answer t o all those who claims that GPK suffer from lack of legtimity. Once we will build this parliament no one would point on that issue and the international community would certainly take into consideration the kabyle question.

  2. making a parliement is a great way to advance to freedom by ourselves. This project should be inspired by our original system that starts in villages to arch and so on to arch confederation and why not to this new parliement.
